The Inspector General of Police (IGP) has stopped the Bugungu cultural dance gala following the implication the activities will have on the long established Bunyoro Kitara Kingdom. This is the second time the event is stopped.
Referring to the letter dated January 16, 2023, by the Permanent Secretary for the Ministry of Gender, Labour and Social Development, Mr Agrrey Kibenge, to the Chairman Bugungu Cultural Revival Association, Mr Norman Lukumu, the IGP advises the organisers to postpone the event till the Buliisa District Security Committee resolves the foreseen security threats.”
Mr Lukumu is the former Prime Minister of Bunyoro Kitara Kingdom.
The letter dated today Friday, March 31, 2023, signed by Senior Commissioner of Police (SCP) Wilson Omoding Otuna, the IGP says the stoppage is a result of Bunyoro Kitara Kingdom’s petition to the Ministry of Gender, Labour and Social Development against the creation of “Butebengwa bwa Bugungu” and the implications of the activities of the Bugungu Cultural Revival Association on the long established kingdom.
The petition was submitted early this year.
“A resolution was made by the Buliisa District Security Committee to halt all activities of the Bugungu Cultural Revival Association until the matter is resolved at strategic leadership. You are therefore advised to postpone the cultural gala till the Buliisa District Security Committee resolves the foreseen security threats,” the IGP’s letter reads in part.
The IGP adds that security will be provided for the activity when further guidance and clearance from the Ministry of Gender, Labour and Social Development is given.
This letter follows an earlier one dated March 29, 2023, when the IGP set tough conditions for the event to take place tomorrow, Saturday, April 1, 2023.
The letter requesting the IGP to permit the Bugungu cultural gala to take place was written by Mr Herbert Munyomo on March 29, 2023.
