Judiciary operationalises Hoima High Court Circuit

The judiciary has operationalised a new Hoima High Court Circuit that will serve Kagadi, Kibaale, Kakumiro, Hoima, Kikuube and Buliisa districts under Justice Byaruhanga Rwigyema.

Ms Sarah Langa, the Chief Registrar, says with all these arrangements in place, major operations in the newly operationalised court circuits including Iganga, Luwero, Moroto, Rukungiri and Tororo will start this month.

She says arrangements are underway to transfer all cases that fall under those circuits but had been filed at the different High Court Divisions and Circuits adding that parties to the respective cases shall be informed accordingly.

The Registrar adds that the circuits are aimed at improving access to justice and service delivery, thus, contributing significantly in the reduction of case backlog.

This operationalisation of the circuits follows the judiciary’s enhancement of its budget and the appointment of more judges.

Ms Langa, the Chief Registrar attributes the delay in the operationalisation to logistical and manpower issues adding that the deployment of judges to these new circuits were made by the Principal Judge, Dr Flavian Zeija, in Circular No. 01/2022 and took effect on September 18, 2022.

The Registrar adds that the circuits were designated under Statutory Instrument No.55 of 2016.

“In 2016, the Hon the Chief Justice in exercise of his powers under Article 133 of the Constitution, and in accordance with the provisions of Section 19(2) of the Judicature Act and in consultation with the Hon the Principal Judge designated new High Court Circuits in addition to those already in existence,” she says.
