President Yoweri Museveni has directed that with effect from this 2021/22 financial year, all schools and health centre facilities construction projects must be contracted by the Uganda People’s Defence Forces (UPDF).
His directive is contained in a June 1 letter to Health Minister, Dr Jane Ruth Aceng and Education Minister who is also his wife, Janet Kataha Museveni.
In the letter, Mr Museveni expresses frustration with red tape and expensive bureaucratic tendencies that he says stall key government projects.
“Unfortunately, I have noted with concern that many of the government projects in other sectors are often delayed due to lengthy procurement processes and in other cases, corruption perpetrated by some unscrupulous government workers. We can avoid all these delays in implementing government construction projects by utilising the Army Construction Brigade to undertake these works,” he wrote.
Mr Museveni says the directive will be extended to other sectors of government.
The army brigade has been involved in many construction projects including Buhinga stadium in Fort Portal Tourism City, Kololo Independence Grounds, Mbuya Military Hospital and renovation of Uganda Railways among others.
