
Local contractors have been blamed for frustrating local content and the Buy Uganda Build Uganda (BUBU) strategy by producing shoddy work in their infrastructural constructions.
The Masindi Chief Administrative Officer (CAO), Ms Phiona Sanyu, observed this while addressing contractors and suppliers in the district chambers Thursday.
She said whereas local contractors and other people clamour for inclusivity in contractual works in fields of construction and other services, many deliberately fail to meet the standards by providing poor services that do not reflect value for money.
The CAO said such a tendency could fully be responsible for President Yoweri Museveni’s loss of trust in civil contractors opting for the services of the Uganda People’s Defence Forces (UPDF) Engineering Brigade.
“If constructors in the district continue doing poor quality work, they will not stand chances of getting more contracts. This is why President Museveni directed the UPDF Engineering Brigade to take over all government projects in the country which might kick local contractors out of business,” she said.
Ms Sanyu warned that unless local contractors transform from providing poor services, they will be blacklisted in the district.
She advised directors of companies to always first visit sites of the projects before applying for contracts to avoid challenges that they may encounter in executing their work.
“Contractors who produced shoddy work in previous years should use the current contracts to reform when executing new ones so that they can stand chances of winning more contracts in the future,” the CAO advised.
This was during the meeting aimed at ensuring accountability and transparency in service delivery ahead of the commencement of the execution of their contracts in the 2021/2022 financial year. Ms Sanyu also warned that if local contractors continue with shoddy work, it might coerce the country to opt for foreign contractors.
Speaking during the same meeting, the Masindi District Chairman, Mr Cosmas Byaruhanga, said “shoddy work retards development of any country since there is always no value for money injected there”.
The Masindi Resident District Commissioner (RDC), Ms Rose Kirabira, advised “contractors who do not feel satisfied with terms and conditions of the contracts to always contact the relevant authorities in time so the contract can be awarded to another contractor instead of doing shoddy work”.
She told the contractors to consider employing local people for the promotion of local content while executing their work, avoid corruption and shoddy work.
A total of 17 contractors were selected to provide different services to Masindi district local government for the 2021/22 fiscal year.
Recently, the district leadership rejected several projects over shoddy work.
